Our key responsibilities:

  • coordinating the work of health care organizations of any departmental affiliation and ownership, individual medical and pharmaceutical professionals and other organizations in the sphere of:
    • o medical licensing (by types of works and services);
    • o pharmaceutical licensing (by types of work and services);
    • o licensing of activities associated with the circulation of narcotics, psychotropic substances and their precursors (by types of work and services);
  • checking the compliance of applicants and licensed persons with the license requirements based on the legislation;
  • developing draft regulations on licensing medical and pharmaceutical activities as well as activities associated with the circulation of narcotics, psychotropic substances and their precursors and other issues falling within our jurisdiction.

In line with our responsibilities, we perform the following functions:

  • developing draft laws of the Republic of Belarus, decrees and orders of the President, orders of the Council of Ministers, orders and resolutions of the Ministry on licensing medical and pharmaceutical activities and activities associated with the circulation of narcotics, psychotropic substances and their precursors;
  • accepting license applications with necessary documents attached, preparing cases on each separate license applicant and licensed activity;
  • accepting license applications in order to renew, amend and/or supplement a license or provide its copy;
  • preparing draft resolutions of the MOH panel on issuing, amending and/or supplementing, renewing or cancelling licenses as well as dismissing license applications (draft MOH resolutions on suspending, renewing and cancelling a license, on the elimination of violations by the licensee);
  • preparing license forms (and their copies), issuing licenses and their copies to applicants and licensees;
  • managing license registries on the activities licensed by the Ministry;
  • upon written request from relevant state bodies and organizations, providing information (documents) on issued licenses as well as suspended, renewed or cancelled ones;
  • providing technical support to health care organizations of any departmental affiliation and ownership, individual medical and pharmaceutical professionals and other organizations on licensing medical and pharmaceutical activities and activities associated with the circulation of narcotics, psychotropic substances and their precursors;
  • conducting scheduled inspections of the medical licensees' compliance with the license requirements;
  • inspecting the medical licensees' activities on elimination of identified violations of the license requirements;
  • conducting audits of medical licensees upon request of state supervision authorities, state administration bodies, local executive and administrative bodies, legal entities and individuals;
  • based on the results of inspections of licensees engaged in pharmaceutics and/or activities associated with the circulation of narcotics, psychotropic substances and their precursors conducted by the Department of Pharmaceutical Inspection and Medicinal Supply, submitting draft regulations on elimination of identified violations by licensees, suspending, renewing and cancelling such licenses;
  • participating in the MOH conferences, seminars, round table meetings, etc. on the issues falling within our jurisdiction;
  • arranging personal appointments concerning our activities;
  • reviewing individuals' and legal entities' appeals on the issues within our competence.
