The main responsibilities of the Office include:

• ensuring the planning of the development of republican unitary enterprises subordinate to the Ministry of Health (hereinafter referred to as enterprises), analysis of their financial and economic activities, making proposals on their improvement, reorganization (liquidation) or creation of new enterprises;
• coordination of the activity on pricing issues;
• informing the institutions, subordinate to the Ministry of Health, about the prognostic target indicators of socio-economic development within the competence of the Office;
• provision of methodological and advisory assistance to the institutions of the Ministry of Health on issues of pricing, export of services, off-budget activities, management of state property.

In accordance with the assigned responsibilities the Office performs the following functions:

• considers the issues of development, examination and monitoring for implementation of the prognostic development, business plans on the development of enterprises and business plans for investment projects;
• provides in the prescribed manner the assistance  in methodological, organizational and other types of activities on development, examination and monitoring of the implementation of prognostic and business development plans, business plans of enterprise investment projects as well as coordination of activities for their implementation;
• carries out a monthly, quarterly and annual analysis of the financial and economic activities of enterprises, prepares information on financial and economic activities, paid services, export of services, extra-budgetary activities of state institutions subordinate to the Ministry of Health, and other issues within the competence of the Office;
• provides guidance on pricing in accordance with the legislation of the Republic of Belarus;
• coordinates (with the republican government bodies) changes in the method of regulation and the level of tariffs for paid medical services in accordance with the established procedure and the legislation of the Republic of Belarus;
• examines, analyzes and ensures approval of materials on gratuitous sponsorship, leasing, transfer for gratuitous use of non-used and ineffectively used property, equipment of state institutions subordinate to the Ministry in accordance with the legislation of the Republic of Belarus;
• checks, prepares and submits for approval the materials on the creation of joint-stock companies on the basis of existing enterprises subordinate to the Ministry of Health to the republican government bodies in accordance with the legislation of the Republic of Belarus;
• participates, within its competence, in the preparation of materials for the creation of new institutions under the jurisdiction of the Ministry of Health;
• within its competence, takes part in the development of action plans to achieve the prognostic indicators for the export of services, plan targets for the export of services for state institutions subordinate to the Ministry of Health;
• considers the materials on the alienation, transfer from the balance sheet of property complexes that are in republican ownership, approves transactions for the pledge of state property in accordance with the legislation of the Republic of Belarus,;
• submits proposals for the privatization of state institutions subordinate to the Ministry of Health in accordance with the established procedure;
• represents the interests of the Ministry of Health in government bodies and other institutions on issues within the competence of the Office;
• ensures preparation of draft regulatory legal acts on issues within the competence of the Office and in accordance with the legislation of the Republic of Belarus;
• considers appeals from citizens, legal entities and individual entrepreneurs on issues within the competence of the Office and in accordance with the legislation of the Republic of Belarus;
• performs other functions stipulated by the legislation of the Republic of Belarus.
